Issue
Microsoft Visio 2016 takes 10-20 seconds to open any diagram. The Visio itself opens quickly, but loading any diagram takes much longer than it should.
Resolution
The issue was resolved by disabling all unused / disconnected network connections, launching Visio diagram, then enabling them again.
